• Regidora presenta iniciativa para que baste con una solicitud para la disponibilidad de espacios públicos, que no afecte a terceras personas, para realización de prácticas democráticas
A poco menos de un mes de chocar militantes del Partido del Trabajo con inspectores enviados por al ayuntamiento capitalino que encabeza Oswaldo García Jarquín, continúa el conflicto al interior del cabildo, donde incluso ayer la regidora del PT propuso una iniciativa que regule este tipo de situaciones y lleve todo a un buen fin.
A mediados del mes de junio sin contar con el “permiso” por la Comisión de Espectáculos y de Gobierno, militantes del PT como Jorge Oropeza y Lenin López Nelio y otros más, pretendían instalar un módulo en la Alameda de León para hacer una consulta sobre el gobierno que encabeza Oswaldo García Jarquín, mismo que ha recibido críticas por el incremento de inseguridad, descontrol con el comercio ambulante, falta de acciones para mejorar las calles y la imagen en vía pública.
No se habían instalado bien los petistas, cuando un grupo de inspectores los retiró entre empujones y jaloneos de la Alameda de León; la misma confrontación se vivió una semana después donde también estuvo Amira Cruz, terminando finalmente los petistas haciendo su consulta en un espacio privado y cerrado.
Con motivo de las confrontaciones, la regidora del PT en el ayuntamiento capitalino, Miriam de los Ángeles Vásquez Ruiz, calificó como una violación a la libertad de expresión lo ocurrido en el centro de la capital, donde no hay la misma actitud al retirar a un grupo de ciudadanos que buscan impulsar la democracia participativa, que con el comercio ambulante instalado fuera de todo reglamento y lineamiento legal.
En la última sesión del cabildo, la regidora del Partido del Trabajo (PT) propuso una iniciativa donde destacó que es necesario modificar el reglamento de espectáculos para garantizar el derecho a la libertad de expresión de la ciudadanía.
La iniciativa contempla la adición de la fracción XV del artículo 133, del Bando de Policía y Gobierno del Municipio de Oaxaca de Juárez; la adición de la sección segunda bis, así como el artículo 23 Bis, al Reglamento de Espectáculos y Diversiones del Municipio de Oaxaca de Juárez, y la adición a la fracción I, del artículo 13, del Reglamento de Faltas de Policía para el Municipio de Oaxaca de Juárez.
Con estos cambios, se contempla que para la realización de iniciativas y mecanismos que contribuyan a las prácticas de democracia participativa que realice la ciudadanía en el municipio de Oaxaca de Juárez, sólo baste una solicitud a la Comisión de Espectáculos y de Gobierno para la disponibilidad de los espacios públicos y en horarios que no afecte a terceras personas y no por un “permiso” como se malinterpreta el reglamento.
